The World Government has abandoned most attempts to conquer it as they have with most of the rest of the seas and are leaving it as is until they have enough force to conquer it. Deadly creatures and monsters roam this sea and attacks are more frequent here than anywhere else. Nowhere is safe in Hell Blue.
